ABSTRACT

Linguistically, terrorism means intimidation and fear aroused in the soul of an individual or members of a whole society. Used as an international term. It is an act of violence against a person, an institution, a society or a state for a specific purpose and has devastating consequences.

The practice of terrorism was not limited to individual acts, but was used by groups, institutions, societies and states in the past as it is in our age... The methods, mechanisms and technical tools of terrorism are diverse. The methods used in the past for terrorism were not as comprehensive as today. Today's acts of terrorism have far more devastating consequences.

Since the beginning of the last quarter of the last century, the concept of terrorism has attracted people's attention, occupied their minds and increased their concerns. With the increase and diversification of crime rates and forms, the term (terrorism) has become one of the most frequently used terms in the world. Today, due to the intensification of terrorist incidents, people's sense of trust has decreased, and the psychology of many people has deteriorated. This, in turn, adversely affected the general peace, resulted in the spread of suspicion and led to inefficiency in production.

Dil açısından terörizm, bir bireyin veya bütün bir toplumun üyelerinin ruhunda uyandırılan korku ve kaygı anlamına gelmektedir. Uluslararası bir terim olarak kullanılır. Belirli bir amaç doğrultusunda bir kişiye, kuruma, topluma veya devlete karşı yapılan ve yıkıcı sonuçlar doğuran şiddet eylemidir.

Terörizm uygulaması, çağımızda olduğu gibi geçmişte de bireysel eylemlerle sınırlı olmayıp, grup, kurum, toplum ve devletler tarafından da uygulanmaktaydı... Terörün yöntemleri, mekanizmaları ve teknik araçları çeşitlilik göstermektedir. Geçmişte terörizm için kullanılan yöntemler bugünkü kadar kapsamlı değildi. Bugünkü terör eylemlerinin çok daha yıkıcı sonuçları var.

Geçtiğimiz yüzyılın son çeyreğinin başından itibaren terör kavramı insanların ilgisini çekmiş, zihinlerini meşgul etmiş ve endişelerini artırmıştır. Suç oranlarının ve biçimlerinin artması ve çeşitlenmesiyle birlikte (terörizm) terimi dünyada en sık kullanılan terimlerden biri haline gelmiştir. Günümüzde terör olaylarının yoğunlaşması nedeniyle insanların güven duygusu azalmış, birçok insanın psikolojisi bozulmuştur. Bu da genel huzuru olumsuz etkiledi, şüphelerin yayılmasına ve üretimde verimsizliğe yol açtı.

والإرهاب لغةً يعني بث الرعب والخوف في نفس الفرد أو أفراد المجتمع بأكمله. يستخدم كمصطلح دولي. إنه عمل من أعمال العنف ضد شخص أو مؤسسة أو مجتمع أو دولة لغرض محدد وله عواقب مدمرة.

لم تقتصر ممارسة الإرهاب على الأفعال الفردية، بل استخدمته الجماعات والمؤسسات والمجتمعات والدول قديما كما هو الحال في عصرنا هذا... وتتنوع أساليب الإرهاب وآلياته وأدواته الفنية. ولم تكن الأساليب المستخدمة في الماضي في مكافحة الإرهاب شاملة كما هي الحال اليوم. والأعمال الإرهابية التي نشهدها اليوم لها عواقب أكثر تدميرا بكثير.

منذ بداية الربع الأخير من القرن الماضي، أصبح مفهوم الإرهاب يجذب انتباه الناس، ويشغل عقولهم، ويزيد من همومهم. مع زيادة وتنوع معدلات الجريمة وأشكالها، أصبح مصطلح (الإرهاب) من أكثر المصطلحات استخدامًا في العالم. واليوم، وبسبب اشتداد الأحداث الإرهابية، انخفض شعور الناس بالثقة، وتدهورت الحالة النفسية لدى كثير من الناس. وهذا بدوره أثر سلباً على السكينة العامة وأدى إلى انتشار الشكوك وعدم كفاءة الإنتاج. . المزيد..
